The Housing Authority of Lincoln County (HALC) is a public, not-for-profit community organization founded in 1944. HALC’s Mission: To promote adequate and affordable housing, economic opportunity and a suitable living environment free from discrimination.

The Housing Authority of Lincoln County (HALC) owns and manages 242 units of affordable housing (thirteen complexes) in Depoe Bay, Lincoln City, Newport, Toledo and Yachats. HALC is also the local entity that coordinates the HUD Housing Choice Voucher program which is currently at 580 vouchers.

HALC is in partnership with Stewardship Group, a nonprofit affordable housing entity, and will be opening a 44 unit complex in Lincoln City in June 2024 called Wecoma Place.

Two additional projects (Depoe Bay Townhomes and Lighthouse Village Apartments) are in pre-development.

While HALC does manage federal housing subsidies (like Housing Choice Vouchers and Public Housing) many of its developments are with state funds (Local Innovation Fast Track or Housing Tax Credits) or local investors.

The median income of the renters we serve is $19,715. The median income of our Voucher participants is $16,080. Overall HALC is providing housing stability to 782 households in Lincoln County, which represents 1,423 people (445 children).

Point in Time

The Point-in-Time (PIT) Count is a count of sheltered and unsheltered people experiencing homelessness on a single night in January. HUD requires that Continuums of Care (CoC) conduct an annual count of people experiencing homelessness who are sheltered in emergency shelter, transitional housing, and Safe Havens on a single night. CoCs also must conduct a count of unsheltered people experiencing homelessness every other year (odd numbered years). Each count is planned, coordinated, and carried out locally.

The annual Lincoln County Point In Time Count is right around the corner: The Official PIT Count Date is January 29, 2025.  The 2025 regional lead for the Count is the Housing Authority supported by the regional coordinator, Community Services Consortium.

Can we count on you to volunteer in the count? If yes, follow this link to complete the volunteer registration survey to be assigned to a count location. https://forms.office.com/r/8q2JHFGzZ2. Please complete the survey before November 15, 2025.

A Tri-County Continuum of Care?

Currently there are 8 Continuums of Care in Oregon. Lincoln County is part of the Balance of State (BoS) otherwise known as the Rural Oregon Continuum of Care (ROCC) which consists of 26 Counties.

But what is a Continuum of Care? The Continuum of Care program is a federal program in place to make a community-wide commitment to end homelessness. Federal resources addressing homelessness go directly to CoC’s which then play a key role in coordinating funding and services across their service areas to advance the goal of ending homelessness in each region.

This is why efforts are being made for Linn, Benton and Lincoln County to leave the Rural Oregon Continuum of Care to create their own Tri-County CoC. Community Services Consortium, our regional Community Action Agency, is coordinating these efforts. It is anticipated that Linn, Benton and Lincoln County will make up their own Continuum of Care by summer of 2025 and be eligible for the 2026 Notice of Funding Opportunity (NOFO) put out by Housing & Urban Development (HUD)

Board meetings are typically held on the second Wednesday of the month from 1 p.m. to 3 p.m. at the Oregon Coast Community College – Newport Campus.

The Public is invited to attend. Remote access is typically available. Meeting agenda’s including meeting location and remote access link are usually posted to this page the Friday prior to the meeting. Email [email protected] for more information.
