About HALC

The Housing Authority of Lincoln County (HALC) was established in 1944 as a local government entity created by Oregon State Statute 456. HALC is the 5th oldest Housing Authority in Oregon.

HALC’s Mission: To promote adequate and affordable housing, economic opportunity and a suitable living environment free from discrimination.

  • The median income of the renters we serve is $19,715.
  • The median income of our Section 8 participants is $16,080.
  • Overall we are providing housing stability to 782 households in Lincoln County, which represents 1,423 people (445 children).

The operations of HALC are overseen by a Board of Commissioners who is appointed by the Lincoln County Board of Commissioners. The day-to-day operations of the Housing Authority of Lincoln County (HALC) are overseen by the HALC staff.

Affordable Housing Options

We believe that affordable housing is fundamental to the success of individuals and families in becoming self-sufficient. HALC currently owns and manages 242 units of affordable housing (around eleven complexes) in Depoe Bay, Newport, Toledo, Waldport and Yachats. In addition we coordinate the Section 8/Housing Choice Voucher program which is currently at 560 vouchers.

HALC is actively working on new affordable housing projects – one development is under construction in Lincoln City and two more are in pre-development and that will add an additional 84 units to our housing portfolio.

Emergency housing assistance is not available through HALC.

HALC’s Funding

While we do manage federal housing subsidies (like Housing Choice Vouchers and Public Housing) many of our developments are with state funds (Local Innovation Fast Track or Housing Tax Credits) or local investors.
