Building Communities. Fulfilling Dreams.

The Housing Authority of Lincoln County (HALC) is a public, not-for-profit community organization founded in 1944.

2025 Point in Time Count

The Point-in-Time (PIT) Count is a count of sheltered and unsheltered people experiencing homelessness on a single night in January. HUD requires that Continuums of Care (CoC) conduct an annual count of people experiencing homelessness who are sheltered in emergency shelter, transitional housing, and Safe Havens on a single night. CoCs also must conduct a count of unsheltered people experiencing homelessness every other year (odd numbered years). Each count is planned, coordinated, and carried out locally. The annual Lincoln County Point In Time Count is right around the corner: The Official PIT Count Date is January 29, 2025. The 2025 regional lead for the Count is the Housing Authority supported by the regional coordinator, Community Services Consortium. Can we count on you to volunteer in the count? “The Housing Authority’s Section 8 Program has been such a blessing to my family. The program allowed me to raise my children with a safe roof over their heads, which I would not otherwise have been able to provide. As a mother, that alone was invaluable. The staff who work at the Housing Authority are wonderful, genuinely good people that are there to help you. I can’t recommend the services they provide enough. It’s truly been a miracle for us.”

“Without the help of the Housing Choice Voucher Program, I wouldn’t be where I am today. The hand up helped me to focus on my job, raise my kids, and eventually get off assistance completely. Now, I own my own home that I enjoy with my family & friends. I am grateful.”
