The Housing Authority of Lincoln County (HALC) is a government agency and is subject to local, state, and federal regulations. HALC  governed by state statute under ORS 456 and is contracted by HUD to administer HUD-assisted housing programs. HALC also administers USDA Rural Development programs and Low Income Housing Tax Credit (LITHC) projects. Each agency has similar but not identical authorizing legislative and program regulations. Note: HALC is not part of the U.S. Department of Housing and Urban Development (HUD), nor is it a part of State or County government.

The Housing Authority of Lincoln County has developed its FY 2026 Annual Plan in compliance with the Quality Housing and Work Responsibility Act of 1998, as well as its 2026 Capital Fund Five-Year Action Plan.

Draft plans will be available for public review beginning at Noon on November 17, 2025. The Housing Authority office is located at 1039 NW Nye Street, Newport, Oregon.

A public hearing will be held at 9:00 a.m. on November 24, 2025, at the Housing Authority office. Written comments regarding the plans will be accepted for consideration until 9:00 a.m. on November 24, 2025, and may be mailed to the attention of the Executive Director, P.O.
