The Housing Authority of Lincoln County (HALC) is a government agency and is subject to local, state, and federal regulations. HALC  governed by state statute under ORS 456 and is contracted by HUD to administer HUD-assisted housing programs. HALC also administers USDA Rural Development programs and Low Income Housing Tax Credit (LITHC) projects. Each agency has similar but not identical authorizing legislative and program regulations. Note: HALC is not part of the U.S. Department of Housing and Urban Development (HUD), nor is it a part of State or County government.
